
Integrity and Transparency Assessment (ITA)
Key to prosperity and sustainability of an organization is gaining trust from the public and/or its stakeholders. An educational institution is no exception. And key to gaining trust is definitely how much the integrity and transparency of the organization are publically perceived.
On March 1, 2022, Chiang Rai Campus, led by Associate Professor Dr. Tipchan Wongchanta, Director, held a meeting to follow up the B.E. 2565 Integrity and Transparency Assessment plan, in line with the University of Phayao’s ITA Calendar.
Integrity and Transparency Assessment is divided into 3 parts; namely, 1) Internal Integrity and Transparency Assessment: IIT, 2) External Integrity and Transparency Assessment: EIT, and 3) Open Data Integrity and Transparency Assessment: OIT. Details of each part are as follows.
Part I: Internal Integrity and Transparency Assessment: IIT
This part consists of 5 indicators, each having 6 questions to answer. The indicators are 1) task performance ,2) budget and expenditure, 3) exercise of power, 4) property use, and 5) corruption handling.
Part II: External Integrity and Transparency Assessment: EIT
This part points to indicator #6: quality of performance (with 5 questions to answer), indicator #7: communication effectiveness (with 5 questions to answer), and indicator #8: work system improvement (with 5 questions to answer).
Part III: Open Data Integrity and Transparency Assessment: OIT
This part is about the assessment of data open to public via the organization’s website. It discusses indicator #9: open data, including 9.1 fundamental data, 9.2 work administration, 9.3 budget administration, 9.4 workforce administration, 9.5 transparency support, as well as indicator #10 corruption prevention, including 10.1 corruption prevention administration, 10.2 internal measures for corruption prevention.
In the meeting, the B.E. 2565 ITA work progress of Chiang Rai Campus was reported; namely, IIT with 11 respondents out of the 11 respondents required, EIT with 95 respondents out of the 100 respondents required, and OIT with 41 questions out of the 43 questions required. The meeting ended with staff members of Chiang Rai Campus critically brainstorming to find ways to improve the integrity and transparency assessment for the better image and sustainability of the organization.
